For thirty-three years, the federal government required every single person who wanted to operate a nuclear reactor in this country to pass the same standardized exam first. The NRC retired that exam in 2022. NUCLEUS is built on it.

A Standard Almost Nobody Outside the Industry Has Heard Of
From October 1, 1989, until its last administration in September 2021, the NRC's Generic Fundamentals Examination — the GFE — was the first hurdle standing between a candidate and a reactor operator license at any commercial nuclear plant in America. Fifty multiple-choice questions. Eighty percent to pass, no exceptions. Roughly 13,000 candidates sat for it over those three-plus decades, according to the NRC's own published data, with an average score around 91% and a pass rate near 96%.
The fifty questions weren't distributed randomly. Twenty-two covered Components. Fourteen covered Reactor Theory. Fourteen covered Thermodynamics. Each category broke down further into specific topics and subtopics drawn from the Knowledge and Abilities Catalogs the NRC maintains separately for pressurized and boiling water reactors. The GFE wasn't a vague aptitude screen. It was a precisely defined map of exactly what a candidate needed to know before the facility-specific exam that followed it.
Why the NRC Retired It, and What Actually Changed
In 2022, the NRC issued Revision 12 of NUREG-1021, the document governing how operator licensing exams get built. One of the changes folded fundamentals testing directly into each facility's site-specific initial licensing exam instead of running it as a separate, standalone test beforehand. The fundamentals didn't disappear. They moved.
That distinction matters, because it would be easy to read “the NRC retired the exam” and assume the bar dropped. It didn't. The same Components, Reactor Theory, and Thermodynamics content the GFE tested for thirty-three years is still required of every operator candidate in the country. It's just administered differently now — integrated into the plant-specific exam rather than cleared separately first.
The Same Three Categories, Now a Three-Course Sequence
Here's where NUCLEUS comes in. The DOE Fundamentals Handbooks the course is built on cover the same three content areas the GFE was structured around, and the three NUCLEUS courses map onto them directly. The fundamentals didn't disappear when the exam did. They're still the standard. NUCLEUS just moves them earlier.
The Question Bank Never Went Away
Here's the detail most people don't know: the GFE's question banks are still public. The NRC's own website states the banks may be used for educational and training purposes, including by organizations developing practice exams or assessing where their own training has gaps. Every test item that's appeared on a GFE since January 2001 is archived and accessible right now.
That's the federal government's own published fundamentals standard, sitting in the open, built for an industry that mostly forgot it existed once the standalone exam went away. NUCLEUS doesn't draw directly from the GFE question bank itself. But it's built on the same DOE handbooks that fed it — taught at a level a motivated high school student can handle, by someone who spent 45 years applying that material in an operating plant.
